No, the iPad Wi-Fi series does not support eSIM, including iPad mini 2, iPad mini 3, iPad mini 4, iPad mini Wi-Fi, iPad mini Wi-Fi + Cellular.
eSIM is a new technology that allows you to use mobile plans without inserting a physical SIM Card. The iPad mini series was designed to work with traditional SIM cards, not eSIM technology. If you want to use eSIM, you can consider upgrading to a newer iPad that offers this feature, starting from the the 2018 iPad Pro models (includes both the 11-inch and 12.9-inch versions).
